Premier League clubs are permitted to send a maximum of six senior players out on loan to international clubs at any given time.

Clubs could previously send an unlimited number of their squad out on loan, but it led to teams stockpiling players.

For example, during the 2015-16 season, Chelsea sanctioned 38 loan exits.

Clubs can now also only loan three players to the same team in another country at once, regardless of age or origin.

That is after a vote by Premier League clubs on a temporary ban on related-party loans did not receive the required support in November 2023.

Brighton, Chelsea, Crystal Palace, Manchester City, Manchester United, Nottingham Forest and Newcastle United are all part of multi-club ownership models.

Twelve clubs voted in favour of a block on loan moves between teams under the same ownership, but that was two short of the two-thirds majority needed for it to be passed.

Premier League clubs are allowed to sign a maximum of two loan players at once from other top-flight English sides.

The rules also mean Premier League teams are not allowed to loan in or out multiple players to another team in the same division.

The Premier League also only allow clubs to sign a total of four loan players in one season, permitting room for two per transfer window without any overlaps. Should a loan become a permanent move during the season, it would not count towards the number of loans permitted.

Some players are exempt from this, with players aged 21 and under and club-trained players not counting towards the limitations.

The Premier League also does not permit a club to loan a player to another Premier League team in the same window that they signed a player.

The league also does also permit loan players to play against the teams they are on loan from, should both clubs agree to it.

For players who were loaned out to a fellow Premier League team that then became a permanent deal during that season, both clubs are permitted to negotiate that the player does not play against their former club later in that season.

Rules for EFL clubs differ, with fewer restrictions on the players they are allowed to acquire.

EFL clubs can sign an unlimited number of players on loan but can only name a maximum of five loan players in their matchday squad.

EFL clubs can also sign a maximum of four players on loan from the same club and only two loan players over the age of 23.

The FA also allow all clubs to sign a goalkeeper at any time of the season on an emergency loan deal in exceptional circumstances.
